Establishment of Agricultural Technology Management Agency (ATMA):

As envisaged in the programme, an autonomous body Agriculture Technology Management Agency (ATMA), Shimla was notified under Societies Registration Act No. XXI, 1860 on dated 5th December, 1997 by the Govt. of H.P. and functionalized on 26th November, 1998. ATMA body was responsible for integrating research and extension activities in the district through a different organizations like Governing Board (G.B), ATMA Management Committee (AMC) and Farmer Advisory Committees (FAC's).

A. Governing Board (G.B.) ATMA:

The Govt. of Himachal Pradesh has constituted the Governing Board (G.B.) of ATMA vide its notification no. Agr.F(7)1/2003-1, dated 1st July, 2005 having 9 official and 7 non-official members for a period of two years.

B. ATMA Management Committee (AMC):

The Government of Himachal Pradesh constituted the ATMA Management Committee (AMC) vide notification no. Agr.F (1)-5/94, dated 4th December, 1997 and to further re strengthen it was further re notified vide notification no. Agr.F(1)-4/2003 dated 20th October, 2003. It consists of 7 official members.

C. Block Technology Team (B.T.T.):

The Government of Himachal Pradesh constituted the Block Technology Teams for all 9 blocks of Shimla district vide its notification no. Agr.F(1)-5/94 dated 27th September, 1999. Each BTT consists of block level officers of line departments i.e. Agriculture, horticulture and animal husbandry being the main line departments of Shimla district.

D. Farmers advisory Committees (F.A.C.):

The composition of Farmer Advisory committees was got approved from the Govt. of Himachal Pradesh through letter no. Agr.F(1)-5/94-IV dated 2nd November, 1999 and then FAC for each block was notified by the Chairman, ATMA Shimla vide notification No. ATMA. SML (A) -1/99 dated 10th January, 2000 and further re notified vide notification no. ATMA.SML (A)-1/99 dated 23rd September, 2003 & 20th October, 2003.

E. Farm Information & Advisory Centre (FIAC):

In Shimla District all the FIAC have been created in different blocks namely Mashobra, Rohru, Chirgaon, Jubbal-Kothai, Theog, Basantpur, Chopal, Narkanda and Rampur. It would, in effect, manage key extension programmes within the block/ mandal level, leaving other service and developmental activities to be managed by other units or personnel within the line departments. In effect, the FIAC would act as extension planning and operational arm of ATMA. It would be the common meeting point for line departments to prepare detailed extension programmes and coordinate their implementation. It would also be the level where farmer input could be more effectively mobilized through a Farmer Advisory Committee (FAC). Such a mechanism, including representatives of all major stakeholders, would help set extension priorities across each programme are and allocate resources.

The FIAC team would be responsible for operationalizing the SREP in each block and moving toward a single window extension systems. The FIAC team would prepare Block Action Plans (BAPs) that would detail extension activities to be undertaken.

F. Village Level:

All extension activities are to be implemented by the concerned extension officers of Line department with the coordination of Farmer's organization under the guidance and supervision of concerned BTT and FAC. S
